Our International Pharmaceutical client is looking for a Category Manager to drive efficiency of the Procurement/ Business Effectiveness (BE) operation across EMEA, by managing Procurement Services markets, expenditure and relevant stakeholders in line with agreed goals and strategies for the France, Italy and Spain & applying best practice procurement and stakeholder management tools as required to optimise Business Effectiveness.
Lead Business Effectiveness/ Procurement (BE) for allocated affiliates achieving agreed annual savings targets, e.g. via tendering or smaller negotiations whilst ensuring company SOPs and local practices e.g. committees are adhered to by working with Finance, Legal, Regulatory teams etc..
Analyse, understand and co-ordinate procurement markets and internal stakeholders to ensure that Value For Money (VFM) is achieved.
Control and monitor expenditure to ensure VFM is maximised utilising spend analyses from SAP
Participate and where appropriate, lead the introduction of cross functional working across Procurement services that will deliver a more focused, knowledge creating and cost effective service.
Select appropriate suppliers who can deliver the service that best meets the Procurement strategy and addresses agreed business needs
Construct, negotiate and achieve optimal 'Commercial' terms and conditions.
Provide tendering/ negotiation support to EMEA EKC
Maintain close & effective working relationships with Procurement colleagues and internal customers.
Work with business to determine current and future needs to determine procurement strategy, reviewing as necessary
Provide commercial expertise to Procurement stakeholders.
Carry out Strategic Analyses on Procurement markets and determine implementation criteria.
Define, propose and implement strategies specific to BE services that adhere to the overall company mission.
Sell strategies to stakeholders to ensure commitment, buy in and adherence to the Procurement SOPs & policies.
Define and implement a Supplier rationalisation programme where required for each Procurement sub category that will improve performance, costs and administration.
Manage appropriate paper work for purchasing e.g. Contract Signature Authorisation forms
Champion, manage and optimise services 'owned' by BE internally; e.g. translation and travel services
Lead Supplier Relationship/ Resilience Management (SRM) projects across the business identifying actions to the business' benefit through Quarterly Business Reviews (QBR)
Implement effective supplier performance measures by monitoring supplier performance shortfalls and proposing countermeasures to achieve the required targets and enable continuous improvement.
Policies and Initiatives
Propose developments to Procurement Standard Operating Procedures and initiatives and suggest goals/strategies that enable Procurement to continually improve the service being provided focussing on the minimisation of non-value adding activity.
Gather feedback from stakeholders for the Business Effectiveness/ Procurement (BE) services from the business ensuring that views and suggestions made by internal stakeholders are considered and incorporated into Procurement strategies and tactics where appropriate as agreed with Director.
Ensuring supplier selection follows Standard Operating Procedures
Training of staff on BE policies and initiatives
Assist Director and other BE team members in developing and implementing a positive image for the function.
Support translation of department materials into local languages
Any other tasks required regarding Procurement or within Pharmaceutical Services
Qualifications & Experience Required:
Demonstrated experience in Procurement with some of this at Category Manager/Senior Buyer level.
Knowledge and experience of current purchasing best practice.
Experience in buying Professional Services in a Blue Chip environment.
Experience in Pharmaceutical procurement, ideally internationally
Qualified to degree level or equivalent.
Procurement qualification or equivalent.
Excellent written and spoken French.
Excellent written and spoken English.
Good written and spoken Italian and Spanish.
Further languages preferable (ideally German and Russian beneficial).
