World Intellectual Property Organization - Application Administrator

1. Organizational Context

a. Organizational Setting

The position is located in the External Systems Development Section of the PCT Information Systems (PCTIS) Division. The Division implements the ICT management framework for the portfolio of business applications supporting the PCT, a highly successful patent filing treaty. The Section delivers an IT portfolio of externally facing business applications supporting the PCT.

b. Purpose Statement

WIPO/PCT is embarking on a large IT transformation, involving projects such as IT infrastructure migrations and architecture review, namely the Resilient and Secure Platform (RSP) program.
The main role of the incumbent is to administer PCT applications under the new Resilient and Secure platform architecture, by providing configuration, support and monitoring of PCT internal and external applications and liaising with various IT providers.

c. Reporting Lines

The incumbent works under the supervision of the Senior Information Systems Officer of the External Systems Development Section.

d. Work Relations

The incumbent works in close relation with internal and external IT suppliers, concerned IT staff and users within and outside the Division on project related matters.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Coordinate the configuration, evolution and support of complex and highly secure network environments.

b. Provide and take the responsibility for the support of PCT Web and Application services: deployment of new applications, system upgrades, maintenance of production processes, services monitoring.

c. Maintain Red Hat Linux based systems and virtual servers environment.

d. Participate in the deployment, complex configuration, support and evolution of the OpenAM system.

e. Provide expert technical support to users and application developers.

f. Liaise with internal and external suppliers for the smooth running of the services (including WIPO IT infrastructure teams).

g. Participate, according to an established roster of staff designated to be on call outside office hours, in the intervention on production critical incidents.

h. Carry out other duties as required.

3. Requirements



First-level university degree in information technology, computer science, business or related discipline. An advanced university degree in a relevant discipline may be accepted in lieu of two years of experience.


ITIL V3 Certification.



  • At least six years’ relevant professional experience, including in the domain of system, network and application administration.

  • Experience in managing complex IT environments.

  • Demonstrated ability to manage Service Level Agreements, Operating Level Agreement, and Service Delivery Agreements


Experience with international IP registration systems.



Excellent written and spoken knowledge of English.


Knowledge of other PCT publication languages (Arabic, Chinese, French, German, Japanese, Korean, Portuguese, Russian or Spanish).

  • Excellent knowledge of Web and Application servers support. Experience with application servers (Apache, Tomcat, JBoss, Wildfly web or others).

  • Excellent knowledge of Red Hat Linux administration, and system deployment. Virtual servers support - XEN and KVM.

  • Good knowledge and understanding of TCP/IP networking, routing, services, protocols: HTTP, FTP, SMTP, SSH, DNS, LDAP, proxy, and others.

  • Excellent analytical and problem-solving skills.

  • Strong capacity to deploy new products, in a rapidly evolving and challenging technical environment.

  • Customer service orientation with rapid problem identification, analysis, and resolution skills.


Good knowledge of Microsoft Windows Server support.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figures quoted below are based on the October 2018rate of 74.6%
